Opening Saturday, October 12, for an 8am to 5pm long trip at $125.00. While some might fear Saturday's 6 foot groundswell with an 11 second period; it's a day I believe will be just fine. We fished the day after hurricanne Dorian with swells to 15 feet - caught a boat limit. Wave height is all about period - the distance between wave tops. If 6 foot with a 4 or 5 second period? Change oil! Well spread apart? Go Fishing!
Weather looks doable Saturday the 12th through Wednesday, Oct 16th..
Also have a special 11 hour cbass trip 6am to 5pm on Wednesday, Oct 23rd - $150..

By my recollection even my worst day of late had one client who limited on sea bass. Usually about half the boat or so seems like. Had an 11 hour trip where the whole boat, crew included, limited. We could not have legally taken one more sea bass..
Weather has been miserable. Haven't gotten out in some while. Looking to change that this Saturday. 
Will.  

Here, modified for politeness, is what my old friend Capt. Bob Gowar might have said about MRIP's Recreational Catch Estimates: 'If I took what statisticians know about Private Boat landings and stuffed it in a gnat's ear - it would rattle around like a BB in a box car!' Or perhaps the gruff old skipper might have said: 'You've got a better chance of seeing Jesus ride through this parking lot on a unicycle than MRIP's Private Boat data being even close!'
He'd have not been wrong.
 
Seriously, this joke's over.
Seems as though management is finally seeing what a pickle it's gotten them in.
MRFSS started it - the skewing toward ludicrous.
MRIP, now with its with two "recalibrations," is the worst thing ever called 'scientific' that I know of.
Management claims they "..have to use the best available scientific information" - & because MRIP is it, (there is no other--yet,) it's the best..
Every year MRIP's rec catch estimates carry science & management further from the truth. 
You see, not only are these inane 'overfishing' estimates being counted against we recreational fishers as real catch - though virtually no one believes them anymore - they're also being used by "Stock Assessment" scientists to gauge the populations of fish we target. This is causing recreational access to FULLY RECOVERED species to decline, while allowing commercial quotas to skyrocket. 
Last spring, for instance, recreational summer flounder catch restriction tightened (because MRIP showed us overfishing even at fantastic new population highs,) while commercial fluke quota shot up 49%.. 
We're about to see worse result in both sea bass & scup. 
Maybe. 
There's still time to fight. 

Pretty soon, however, maybe a year--maybe two, we'll see scientists scratching their heads wondering where all the fish went. MRIP will announce some CRAZY catch estimates for recreational Private Boat and we'll take the blame for their having factored absolute nonsense into what is supposed to be science. This while Party/Charter landings have absolutely cratered under the weight of more restrictive regulation. Ever since 2004 when Party/Charter estimates were stabilized, Private Boat catch numbers have climbed. Under MRIP, and especially after their two "Recalibrations," Private Boat landings have skyrocketed. 
Funny - In Sept/October I've seen fewer than a 1/2 dozen Private Boats fishing for sea bass. Even in high summer on a holiday weekend off the coast of Maryland the number of anglers is greater on Party/Charter than on Private Boats. 
You'd never guess that in a million years if MRIP were your sole source of information. 
 
Every estimate I've examined has MRIP at least an order of magnitude too high for private boat. On my desk are pages & pages & pages of hand calculations using 'percentage of the catch' -- where For-Hire landings data are used as a firmament from which to calculate Private Boat's actual catch. We tell NOAA what we caught EVERYDAY! There's just no excuse to be very far off. 
Because guys who are out every fishable day know who's catching what, asking them what 'Percentage of the Catch' Private Boat has is not a bad idea. Were NOAA to actually undertake this, they'd want Commercial/Party & Charter - plus highliner Private Boats to sit down and agree on the Percentage of Catch. 
Off Ocean City MD our private boats do not catch 25% the sea bass For-Hire does. MRIP has wave 3 (May/June) For-Hire cbass at 8,000lbs - a reasonable number. That would make Private Boat actually <2,000 lbs. .. MRIP has them at 60,000lbs -- That's one Order of Magnitude (simply "Times 10") plus an additional 40K more pounds too high..
Any one reading -- If MD Private Boats could catch 60K lbs to our 8K in the early summer, my clients would limit every single day. Probably with one shiny bare hook. Seriously. 
They do not.

NY For-Hire operators inform me NY Private Boats do not catch 10% of the For-Hire sea bass landings in Wave 6 (Nov/Dec). Yet in 2017 NY's For-Hire cbass Wave 6 estimate is 25,000lbs vs. NY Private Boat's THREE MILLION POUNDS!!!

Here is Connecticut's Sept/Oct cbass estimates. I'm told their sea bass fishery is quite similar to ours with For-Hire catching about 80% that state's cbass, especially after summer..

Gee, I wonder why "Recreational catch cannot be controlled."
Wildly inaccurate statistics are what need to be controlled.
We'd be WAY better off sitting down with Com/Rec professionals and Private Boat highliners who target a given species and figuring out Private Boat landings from an estimated Percentage of the Catch.

I could (and have) create these tables for most any species under pressure from the For-Hire fisheries. I've communicated with a lot of other skippers in my trade. 
What a waste of time & money MRIP has been.
And now? MRIP's inclusion in fish population estimates, or "Stock Assessment," is driving what managers consider "safe levels of harvest" WAY up! Some species may slip back below the starting point -- may swiftly be overfished using legal quotas based on horribly flawed recreational catch inputs. By RAISING commercial quotas in huge jumps, based on recreational catch THAT NEVER OCCURRED, we'll soon be doing damage that ought never have happened ..and wouldn't have happened were the management community offered sound estimates of recreational catch.

Here's the real kicker.. I'm sure Commercial guys are currently popping corks while they celebrate their new & highly liberalized quotas. 
After MRIP's vastly inflated rec catch estimates have been used to break For-Hire businesses & anything related business-wise to Private Boat fisheries, we're then going to see Recreational Quotas recast at Council/Commission level using this new MRIP data. We're going to get VASTLY higher shares of the allowable catch for recreational fishers than we have had historically. In fact, this very thing has begun today (10/09/19) for Summer Flounder (Fluke) at the MAFMC meeting in New Bern, NC. When finally wrung though the Fishery Management Plan Amendment (FMP) process, Recreational allocations dating from the earliest days of management's creation will have trebled if not quadrupled.
We'll have so large a percentage of all fishery quotas we won't know how to act. Any business that survives these years of hugely imbalanced quotas where our quota slips away as occurring ghost catch in MRIP estimates will suddenly find an ocean to themselves.. 

In other words - if in 2023 Recreational fishers own most quota allocation and ultra-low quotas are set recognizing serious overfishing having occurred in this period of MRIP-caused sudden commercial quota expansion, there'll be no way a commercial business would survive. Their quotas will be cut deep into the bone. 

Using MRIP as if it were truth will forever bring turmoil. Recreational Catch Estimates always have. They've ALWAYS sopped-up management's time & prevented discovery of what's truly needed to forever bolster fish populations. (Habitat & Spawning Biology - plus, of course, common sense catch restriction. Right now, in the ocean, catch restriction is all we have..)  

I'd have never believed thinking men would use data they themselves do not believe. We must create our own 'comment period' - where the comments go to everyone from DC reps to state fisheries. (Addresses Below)   
We Must Disembowel MRIP Soon ..or leave our boats in storage while we await science & management to at last realize their mistake in its use.
I'm serious. This about to get really bad. 
We've never been in worse position.
In a few years we'll be in a fantastic position & commercials will be lamenting the 'good ol days'... 
What we need to do, for everyone's sake--including the fish!, is get in an honest position. 
Create REAL catch estimates (much, much better anyway) as I have described. 
Throw this MRIP rubbish out.  
MRIP is well & truly upending our system of fisheries governance..

For addresses look up Secretary of Commerce - But especially RDML T. Gallaudet, NOAA's Assistant Secretary of Commerce for Oceans & Atmosphere. Your State's Natural Resources & Fisheries - And, of course, Senators & Congressman. These are very simple to google.. Also note, letters sent to a DC Rep's field office get opened and read a heck of a lot quicker. Mail to DC has to be screened for poisons..  

Dear Adm. Gallaudet, 
Use of MRIP Recreational Catch Estimates in fisheries science & management is up-ending decades of work. MRIP currently shows Private Boat catch of every state between one and three Orders of Magnitude too high - Fantastically higher than All Party/Charter. Sometimes, in fact, just one state's Private Boats will be shown to have outcaught All Commercial Trawl/Trap, & Recreational Party/Charter's Annual Landings in a few weeks of fishing. (see MRIP table descriptions below) 
At the moment these estimates are causing severe tightening of recreational quota while enlarging commercial quotas at scales never seen before. 
In a few years, however, as Fishery Management Plans are amended to reflect MRIP's far higher recreational catch across time, it will be commercial fishers who suddenly find themselves in a quota pinch. 
All this turmoil is because of including MRIP data that virtually no one with any fishing history believes in fishery population estimates & as a reflection of true recreational catch. 
It is not. 
We need strong leadership to remove MRIP's insanely too-high estimates from both the science & management of our nation's fisheries. 
If a substitute for MRIP is needed, a perfectly sensible picture of recreational Private Boat catch can be devised by having Commercial, For-Hire Recreational, & frequent Private Boat fishers estimate their "Percentage of Catch." Even if wide spread these estimates would be vastly superior to MRIP's.
